TACP was commissioned as landscape architects for the proposed A40 Carmarthen Eastern Bypass. The commission entailed the landscape appraisal of the preferred route of the proposed bypass in its passage to the south and east of Carmarthen within the river plain of the Towy. Detailed appraisals were undertaken of alternative routes and a series of mitigation proposals were evolved, together with extensive photomontage coverage. Evidence was presented at a Public Inquiry from which The Secretary of State found that a route north of Abergwilli should be considered. In accordance with the Design Manual for Roads and Bridges and Volume 11 an environmental statement was prepared and the draft line, side and CPO orders were published.
The bypass construction work was commenced in 1997 and completed November 1999. Detailed design of the mitigation measures have now been completed and included the establishment of reed beds, wetland meadow and other habitats. Since their completion, TACP has undertaken detailed environmental monitoring of the ecological and landscape mitigation works.
